South Carolina Dog Bite Law

Under South Carolina dog bite law, dog owners are usually responsible if their dog bites or attacks someone.  Dog owners are liable even if the dog does not have a history of prior attacks.  If a dog bites or attacks a person who is in a public place or is lawfully in a private place (including the property of the dog owner, if there with the owner’s express or implied permission), the dog owner is liable for the damages suffered. There is an exception to this rule if the person bitten provoked or harassed the dog. Dog bite victims are entitled to recover for their medical bills, lost wages, pain and suffering, scarring, permanent injury, inability to participate in normal activities, and other damages. Victim Of Dorn Backlog Testifies Before VA

The Dorn Veterans Affairs (VA) Medical Center came under fire after an inspector identified 4,000 backlogged patients from 2011 to 2012. The backlogs resulted in serious delays in diagnosis and treatments. Dorn received $1 million in federal aid to reduce the backlog and subsequent staffing problems; however, only $200,000 of that was spent. Barry Coates, one of the backlog’s victims, recently testified before a panel of VA officials. Nine months separated Coates’s first visit to Dorn and his actual diagnosis. Despite repeated requests for a colonoscopy, VA doctors prescribed him pain and constipation medication. After much shuffling between VA hospitals, Coates got his long-awaited colonoscopy, only to find that his rectal pain was, in fact, stage four colorectal cancer which had spread throughout his liver and lungs. What is now Columbia, the capital of South Carolina, was once the site of a frontier fort along the Congaree River. The region was not named Columbia until 1786 when South Carolina Senator John Lewis Gervais proposed the creation of a new state capital. Columbia, the second planned city in the nation, was portioned off into 400 blocks divided by wide streets which many Columbia residents still enjoy today. The town grew through the 19th century to a few thousand inhabitants.
